macosxhints - 10.3: Enable the floating Exposé blob

The blob must be a feature they threw in with Expose but never utilized. This hint is dead easy to execute, and once the blob is there, I found I use it more. It's a visual equivalent to the hot corners. Pretty cool. Some in Apple must have let this one, else how would you ever have known?
